Lieutenant General Karen Gibson retired in 2020, culminating her 33-year active duty military career in the Office of the Director of National Intelligence as the Deputy Director of National Intelligence for National Security Partnerships.

A seasoned combat veteran, Karen has a depth of experience in the intelligence and cyber fields directly supporting U.S. national security objectives in Iraq, Afghanistan, East Africa, Korea, the Pacific, and across the Middle East. As Director of Intelligence for U.S. Central Command, she wielded National and Defense intelligence assets ranging from clandestine ground operatives to the most exquisite technical collection from space to support national security objectives and military operations in one of the world’s most complex operating environments. Throughout her career, she worked closely with allies and foreign partners from many continents to develop partnerships that protected national interests while supporting mutual goals. Her deep background as an intelligence practitioner gives her unique insights into how best to employ data collection, integration, and analysis to solve thorny, real world problems.

Karen holds a Bachelor of Science in Industrial Engineering from Purdue University, a Master of Science in National Security Studies from the National Defense University, and a Master of Science in Strategic Intelligence from the National Intelligence University. She is currently an Adjunct Associate Professor at Georgetown University teaching Strategy, Policy, and Military Operations.

Nand Mulchandani serves as the Chief Technology Officer of the U.S. Department of Defense Joint Artificial Intelligence Center. Mulchandani brings more than 25 years of experience in the technology industry as a serial entrepreneur and senior executive in the enterprise infrastructure and security software industries to his service in the government to help transform the Department of Defense in adopting next-generation AI and software technologies.

Prior to government service, Mulchandani was at the Harvard University John F. Kennedy School of Government and Stanford University’s Graduate School of Business, and remains a non-resident Fellow at Harvard’s Belfer Center for Science and International Affairs. Mulchandani also served as the Vice President of Market Development and Strategy for Citrix, a leading provider of desktop virtualization and networking infrastructure. He joined Citrix through its acquisition of ScaleXtreme, where Mulchandani was the CEO and co-founder. Prior to his tenure at ScaleXtreme, Mulchandani served in various capacities as CEO, co-founder, senior executive, and entrepreneur-in-residence for a number of technology startups and companies including the venture capital firm Accel Partners, OpenDNS (funded by Sequoia Capital and Greylock, acquired by Cisco), VMware, Determina (funded by Bessemer Venture Partners, Mayfield and USVP, acquired by VMware), and Oblix (funded by Kleiner, Perkins, Caufield & Byers, acquired by Oracle). Mulchandani started his career at Sun Microsystems as a compiler architect and holds a patent on dynamic code generation.

Mulchandani holds a Bachelor’s degree in Computer Science & Mathematics from Cornell University, a Master in Science in Management from the Stanford University Graduate School of Business, and a Master of Public Administration from the Kennedy School of Government at Harvard University.

systems on their journey to cloud technology. David is an experienced executive and impactful leader in the information technology sector and for more than 20 years, he has passionately focused on the intersection of technology and organizational change.

Prior to joining AWS, David worked for Apple Inc. for 12 years and led the teams that helped government adopt innovative mobile technologies. Under his leadership, Apple’s government
business grew nearly 300% in a 4-year period. As head of the U.S. public sector, he played a key role in the introduction and adoption of mobile apps and app stores in federal and state and
local governments. David and his team were instrumental in helping the Air Force launch one of the first electronic flight bag initiatives on the iPad mobile device. The Air Force started with 18 thousand iPads and grew to over 100 thousand iPads in use. The reduction of paper and printing costs combined with fuel savings paved the way for improved operations and saved the
government millions of dollars.

Before joining Apple, David worked for Monster.com and helped lead its customer facing teams which played a key role in bringing automation and innovation to federal hiring and recruiting platforms. In addition to his executive career, David co-founded Sulla Technology Group. At Sulla, as co-founder and COO, he built a successful datacenter services company focused on higher education clients and state and local governments. Before founding Sulla, David started Empire Capital Management to focus on the investment needs of mid-market institutional clients. David currently serves on the Innovation and Research Board for Children’s National Medical Center in Washington, DC. He also serves as the Chair of the Space and Procurement council for the U.S. Chamber of Commerce and is on the Board of Advisors for Earth Day Network.

His studies include a Bachelor of Science in International Economics from Texas Tech University. He and his wife Izumi have twin daughters and currently reside in the Clarendon neighborhood of Arlington, VA.

Ms. Jennifer Edgin is the Assistant Deputy Commandant for Information, Headquarters Marine Corps. In

Ms. Edgin was selected to the Senior Level in September of 2013 serving as the Chief Technology

Information Environment. Ms. Edgin began her career as a Test Engineer at the Naval Service Warfare
Center, Indian Head Division managing quality evaluation programs for Cartridge Actuated Devices for
Navy and Air Force egress systems. She was then selected to the inaugural class for Lean Six Sigma
program at NSWC Indian Head, managing process improvement efforts and establishing command
continuous process improvement methodologies. As part of the Lean Six Sigma program, Ms. Edgin
completed a rotational assignment at Naval Sea System Command Strategic Plans and Programs,
adapting engineering methodologies to assist with implementation of a competency aligned organization.
Ms. Edgin later transitioned to Naval Sea System Command, PMS 392 Strategic/Attack Submarines,
managing submarine overhaul and maintenance periods. Ms. Edgin then transitioned to Marine Corps
System Command as the Rapid Prototyping Lead for Program Manager, Marine Intelligence and was
responsible for leading responses to Urgent Universal Needs Statements and maturing and infusing
technologies into traditional Acquisition Programs.

Ms. Edgin holds a Bachelor of Science Degree in Industrial Engineering from Penn State University and a
Master of Science Degree in Engineering and Technology Management from George Washington
University along with Executive Certificates from the Massachusetts Institute of Technology. She is an

Mr. Nicolas Chaillan, a highly qualified expert, is appointed as the first Air Force Chief Software Officer, under Dr. William Roper, the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Arlington, Virginia. He is also the co-lead for the Department of Defense Enterprise DevSecOps Initiative with the Department of Defense Chief Information Officer. As the Air Force’s senior software czar, Mr. Chaillan is responsible for enabling Air Force programs in the transition to Agile and DevSecOps to establish force-wide DevSecOps capabilities and best practices, including continuous Authority to Operate processes and faster streamlined technology adoption.

The Chief Software Officer works with the Program Executive Officers and is responsible for analyzing current software and cloud migration plans to avoid vendor lock-ins while allowing for rapid prototyping and a streamlined process for deployment. To keep up with the pace of technology, Mr. Chaillan evaluates and authorizes new commercially available off-the-shelf software and cloud-related technologies to help with their adoption across various Air Force programs based on their mission needs.

Prior to his current position, Mr. Chaillan was the Special Advisor for Cloud Security and DevSecOps at the Department of Defense, OSD, A&S and Special Advisor for Cybersecurity and Chief Architect for Cyber.gov at the Department of Homeland Security. He designed the new robust, innovative and holistic .Gov cybersecurity architecture (Cyber.gov), that mitigates cyber threats by leveraging best practices and implementable solutions with minimal impact to workforce efficiency.

In addition to his public service, Mr. Chaillan is a technology entrepreneur, software developer, cyber expert and inventor. He has over 19 years of domestic and international experience with strong technical and subject matter expertise in cybersecurity, software development, product innovation, governance, risk management and compliance. Specifically, these fields include Cloud computing, Cybersecurity, DevSecOps, Big Data, multi-touch, mobile, IoT, Mixed Reality, virtual reality and wearables.

Mr. Chaillan is recognized as one of France’s youngest entrepreneurs after founding, WORLDAKT at 15 years of age. He has founded 12 companies, including AFTER-MOUSE.com, Cyber Revolution, Prevent Breach, anyGuest.com among others.
